Join us for our pre-Luncheon forum, “Producing the Best While Preparing for the Worst,” on June 15th at the Greater Richmond Convention Center! Registration will open at 9:30am and the Forum will begin at 10am. It will wrap up at 11:30 allowing time for coffee and networking before the 30th Annual Awards Luncheon begins at noon. The forum, sponsored by Wells Fargo, will include a policy update and discussion about creative financing in uncertain times and the importance of building and leveraging partnerships. Anthony Conte (moderator) is the Senior Vice President of Healthcare Financial Services for Wells Fargo. He is responsible for the development and management of not-for-profit healthcare relationships in Virginia, North Carolina, and Maryland. He has been with Wells Fargo since 1986. He also serves as the Chair- Elect for the United Way of Greater Richmond and Petersburg and is a member of the VA/ DC Chapter of the Healthcare Financial Management Association. He holds a B.A. in Economics from University of Virginia.
Celia D. Smoot is currently the Director of LISC’s LISC Housing Group. As Director she oversees the technical assistance delivery and analysis of the financial viability and capacity of nonprofit entities in their management and operation of subsidized affordable multifamily housing. In addition, she oversees all Housing lending that ranges from underwriting lines of credit, predevelopment and acquisition loans dealing with preservation, recapitalization of housing authority assets and low income housing tax credit projects, as well as, the regulatory reviews of HUD assisted financing, rent subsidies and low income. Celia has extensive real estate finance background, specifically in the areas of affordable housing and community development. Prior to joining LISC, she was an attorney with the U.S. Department of Housing and Urban Development and later in private practice with Hessel, Aluise and Neun, P.C, a national law firm with a focus on affordable housing, and Kutak Rock, LLP in their tax credit practice. Celia received her Bachelor’s in English from the University of North Carolina at Charlotte and her Juris Doctorate from The George Washington University.
Chris Sterling has been with VCDC since 2002 and has served as Chief Development Officer since 2013. He is responsible for coordinating VCDC’s development support services. He works primarily with non-profits, local governments, and other publicly-accountable organizations to develop affordable housing using the Low-Income Housing Tax Credit program and to renovate historic properties using Historic tax credits. He also provides technical assistance to these same groups concerning other housing and community development projects.
He has worked in community development in both the public and private sectors for over 20 years. He received a B.B.A. from the College of William and Mary with a major in Accounting and a minor in Religion and a M.U.R.P. from Virginia Commonwealth University with an Urban Revitalization concentration. He is a member of the American Institute of Certified Planners (AICP). Chris currently serves as President of the Board of Directors for EarthCraft Virginia and as a Board Member for the Virginia Downtown Development Association.
Madelyn Peay is the Deputy Executive Director of the Hopewell Redevelopment and Housing Authority (HRHA). In her role, she is responsible for the day-to-day operations of the Housing Choice Voucher, Public Housing, and Capital Fund Program as well as for coordinating the authority’s redevelopment operational transition activities. She also serves as the VP of Public Affairs and Membership for the Virginia Association of Housing and Community Development Officials (VAHCDO). She holds a B.S. from Virginia State University and is currently pursuing her MBA in Real Estate from Marylhurst University.
