The Virginia Housing Trust Fund (VHTF) was established by the General Assembly in 2013, and it is still our state’s strongest investment in affordable housing. The amount of funding for the VHTF has been on the rise in recent years, with appropriations for the fund reaching a record high of $87.5M per fiscal year beginning in FY25.
Since 2013, the VHTF has contributed to the creation or preservation of more than 22,368 units of affordable housing across the Commonwealth. VHTF funds are also used for Homeless Reduction Grants (HRG), which are given to organizations that provide services like rapid rehousing and permanent supportive housing.
VHTF projects can be found all across Virginia, in urban and rural areas alike. Our 2025 Virginia Housing Trust Fund Impact Report offers a closer look at some of the projects that have been funded in recent years – ranging from affordable apartments and townhomes to supportive housing for people with disabilities to outreach programs for youth and seniors experiencing homelessness.
