As part of their Housing Supply Action Plan, the Biden-Harris Administration has taken several steps to reduce barriers to building housing, expand financing for affordable and energy efficient housing, and promote commercial-to-residential conversion opportunities. In particular, they recently announced the Department of Housing and Urban Development’s (HUD) Pathways to Removing Obstacles to Housing (PRO Housing) program, which will provide local jurisdictions with grant funding to identify and remove barriers to affordable housing production and preservation such as restrictive land use and zoning rules.
