In July 2023, Richmond’s Department of Planning and Development Review released their proposed ordinance to allow accessory dwelling units (ADUs) in any residential zone that includes single-family housing. ADUs are smaller dwelling units, such as a basement apartment, carriage house, backyard cottage, etc., that are built on the same lot as a single-family home. Currently, ADUs are legal but require waivers, permits, and a vote from City Council to be approved. The Planning Commission continued the ordinance to their September meeting, so that it can be considered alongside the city’s proposed short-term rental ordinance.
